This makes Seagate look bad because Amazon doesn't know how to pack a box. So it's really no wonder they arrive and fail the diagnostics. They're simply putting the hard drive boxes inside another box, usually much larger, and the hard drive boxes bounce around all the way to the customers house.

They are not using ANY packing material at all. On a side note, Seagate REALLY needs to get in touch with Amazon about how they're packing (or lack thereof) the hard drives before shipping them. Is there any truth in this? Or should it Pass in Win 7 as well? Elsewhere online I read that this always fails in Win 7 but not Win 10. I just bought a 6TB and 8TB Expansion drives from Amazon and they both failed the Short Generic Diagnostic as well.
